Turnout among registered voters remains high in post-authoritarian Chile, but valid votes as a percentage of the voting-age population have fallen significantly in the post-authoritarian period and blank/null voting, non-registration, and abstention are on the rise. Why? This article tests three rival explanations: (1) lack of political support; (2) depoliticization; and (3) a generational shift in political culture. These theories are not mutually exclusive, but rather explain distinct contours of this electoral phenomenon. Compared to valid voters, blank/null voters exhibit less support for the political system, are less politicized, and more likely to have reached legal voting age during the democratic transition. Although non-registrants also exhibit less political support and are more depoliticized than valid voters, their behaviour is largely explained by a new political culture that stresses individual as opposed to collective participation. In addition to shedding light on this Chilean puzzle, the findings enhance the debates over electoral participation, mandatory voting, and quality of democracy in Latin America and other nascent democracies.  相似文献

Political economy predicts that national leaders opt for economic development when institutions encourage them to extend their time horizons. By contrast, leaders turn predatory if they feel at risk. Leaders are most able to bear risk right upon taking office, but this can be offset by a perception of high volatility in office holding or by concern about catastrophic losses. Political institutions can therefore discourage predation by fostering recurrent, predictable replacement of leaders without harsh payback for ex-leaders who acted developmentally. Cataloguing all national leadership transitions in Africa since 1960, the article demonstrates that electoral cycles, term limits and the prospect of judgement before international tribunals have lately led to declines in the volatility of top office holding and in the risk of catastrophic loss to the occupants. These new institutions have yet to establish full credibility, but they show promise of altering African leaders' risk assessments to encourage more developmental rule.  相似文献

This article addresses the ‘crisis of representation’ thesis by examining some of the findings of a survey conducted in Delhi in 2003. On the basis of the data collected during the course of the survey, it revisits two rather significant questions that have been thrown up by the thesis. First, how valid is the assumption that people have lost confidence in the capacity of political parties to represent them in forums of policymaking? Second, have people really come to believe that civil society groups, such as non-governmental organizations, can better help them resolve the oft intractable problems of everyday life? The answers to these questions could help to throw light on two vital political and theoretical issues: the relationship between citizens and the world of representative politics in particular, and the adequacy of representative democracy in general. The findings of the research project tell us that the crisis of representation runs deep and that people seem to have lost confidence in the ability or indeed the political will of all organizations, whether they belong to the political or the civil domain, to address their basic problems.  相似文献

For a long time Africa's political parties have been neglected in political science research, although they have mushroomed during the last decade and are being seen as crucial for the democratic development of the continent. Part of the neglect was due to the very specific western European bias of political science party research, while Africanists claimed the uniqueness of the subject. Despite this bias, the article argues that the framework of established party research can be applied to African parties as well – provided that some modifications are considered. These necessary modifications are explained for four ‘fields’, namely the functionalist approach, the cleavage model, the inclusion of informal politics, and finally whether a distinctively ‘African’ or a universal party typology approach should be applied.  相似文献

Organizations involved in the growing field of democracy promotion need to find effective ways to aid both political parties and civil organizations and, where necessary, to foster close collaboration between them. But they also must respect their autonomy and help them realize their own democratic objectives. It is important to recognize the differences between the two sectors: civil society should not be subordinate to parties, and it would be a mistake to wrap the party sector into an undifferentiated concept of civil society. Strategies to assist democracy should, then, distinguish between four main political contexts: authoritarian; emerging democracy; post-dictatorial situations where government is not committed to democracy; and war-torn or post-conflict countries.  相似文献

ABSTRACT

This article analyses a complex text and event to examine the role of ramifying contradictions in strategic social semiotics analysis. The focus was a paradoxical intervention into corruption by then-Mexican President Peña, who responded to an unprecedented wave of popular criticisms of corruption by simultaneously launching an Anticorruption System and apologizing for his own corruption. We asked: how did this contradiction work, in this conjuncture, with what effects, and how analyse them? We combined the concepts of the Ideological Complex and Wittgenstein’s “duck-rabbit” to explain unstable contradictions in a multiscalar, multimodal analysis of a diachronic corpus, to expose discursive strategies and identify points of vulnerability.  相似文献

The theme of this article is political citizenship among people with disabilities. Political citizenship on the basis of gender and ethnicity has received attention internationally. However, there has been little attention on political citizenship of persons with disabilities. The article sheds light on political representation at the local level in Norway. The data used are from a survey sent to 767 political representatives in local politics and 50 administrative representatives. Our study shows that disabled people are under-represented in local political assemblies, and thus, their political citizenship is not fully acknowledged. We apply Fraser (N. Fraser, 1997. Justice Interruptus. Critical Reflections on the ‘Postsocialist’ Condition. New York and London: Routledge) concepts of redistribution and recognition to analyse the lack of representation of disabled people. According to the dimension of redistribution, the analysis shows that neither the physical conditions nor the organization of the different meetings is particularly well adapted for disabled people. The dimension of recognition shows that disabled representatives are expected to be more occupied with issues concerning disability than other representatives. The analysis also shows that over time it has become more important for elected disabled representatives to put issues concerning disability on the agenda.  相似文献

Since gaining independence from Indonesia in 1999, Timor-Leste has been pursuing an agenda of democratization. However, in the villages of Timor-Leste traditional ideas of socio-political legitimacy continue to be strong. The purpose of this article is to examine how the new democratic ideals are being incorporated into local politics, where traditional law, or lisan, continues to guide the daily lives of the villagers. This article argues that democratization in this context should not be seen as integrating one ‘type’ of governance (liberal democracy) into a social structure that is informed by another ‘type’ of governance that is qualitatively different and in opposition to the first. Rather, evidence shows that communities are engaging within both spheres of governance simultaneously, as part of the everyday politics of village life. This article critically examines the areas where traditional and democratic institutional spheres come together, resulting in structured systems of mutual recognition, as well as the areas where the spheres have been in conflict. The author concludes that the fundamental areas of tension that have emerged between the spheres tend to be where notions of ‘respect-in-community’ as the basis for human security are threatened.  相似文献

Numerous arguments have been advanced in the academic and policy literature as concerns the democratizing potential of decentralization reforms in third-wave developing and transition countries; numerous also have been the case studies signalling the short-comings of these reforms. In addition, analysis of local political participation has become an important dimension of studies of democratization. Taking the case of Bolivia as an example, this article addresses an issue which has been generally overlooked in this literature, that is the process of constitution of local political agents. Where do political agents come from in the context of democratization of local politics? Additionally, this article raises questions regarding the relationship between greater inclusion and deepening democracy in the local political sphere.  相似文献

Abstract

Against the enthusiasm for dialogue and deliberation in recent democratic theory, the Italian philosopher Roberto Esposito and French philosopher Jacques Rancière construct their political philosophies around the nondialogical figure of the third person. The strikingly different deployments of the figure of the third person offered by Esposito and Rancière present a crystallization of their respective approaches to political philosophy. In this essay, the divergent analyses of the third person offered by these two thinkers are considered in terms of the critical strategies they employ. Contrasting Esposito’s strategy of “ethical dissensus” with Rancière’s strategy of “aesthetic dissensus,” it is argued that Esposito’s attempts to recruit the figure of the third person to dismantle the dispositif of the person are politically (if not philosophically) problematic, while Rancière’s alternative account of the third person is more promising for political theory and practice.  相似文献
